TDI waste gate

Hi friends, should I be able to freely move the shaft to open and close the waste gate with the engine not running? I have a feeling it is sized, but I want to verify under which conditions I can observe it working properly. Thanks! 200tdi btw

If the actuator is disconnected, the wastegate should move with no resistance.
