I've having some luck using household clear vinegar on removing rust from cleaned old tools, it takes several days of soaking, but seems to reduce the scrubbing to get the rust off and down to decent steel again

Evaporust is good, but is much more expensive than the vinegar for a stage 2 step. The vinegar has less disposal concerns as well.
Evaporust should be a good third step. Using boiling water to clean off evaporust will prevent flash rusting.

Apparently, I can wrap a rag soaked in Evaporust around the oddly shaped part, and put it in a plastic bag for deoxidation.  I have contaminated waste disposal here for those rags, and can probably wring out the liquid for storage and reuse before that.

The same steps can be followed with rusted/cleaned landrover parts.
