Well I finally broke down and picked up a backcountry pass for the foothills of Alberta and I'm not impressed with the fee structure at all.
$30/person for an annual pass.....Okay, fine.....
$ 3.25 for the privilege to have the fee processed.
$ 8.00 It says online it's "required to purchase a one-
time Wildlife Identification Number(WIN)
license". What's it for....you need this for
fishing and hunting licenses apparently. But I
don't do either...so why do I need it. It's so
the information from the Backcountry pass can be
stored again in a licensing database?!? I call
"horse cookies!"
$ 2.06 For the GST icing on the cake...Well there's no
escaping that so whatever.
$43.31 Total cost of my $30 backcountry pass...yah
right!!!
And from what they told me at the shop I picked up the pass that one time fee for the WIN number (that allows me to by my annual back country camping pass has to be renewed every 5 years too!!!!

I can't understand why they make you buy a WIN card if you are not buying a fishing license or a tag. Makes no sense.
It feeds money to the company that administers the program, or it could just be it is the easiest way for them to sell them.
