The key can be cut at Royal Lock & Key on 97st? south of whitemud.   Don't know if they do programming or not.  They also sell the early defender keys blanks....

I have a 2004 disco without a key. You can buy new uncut keys on eBay, I don't have them yet but the ad says they are programmed.
Land Rover dealerships will cut to the Vin # charge you a lot and you will have a new key and a OLD lock.
Bill's suggestion will give you a new key and a new lock (barrel) you may have to take the lock out of the vehicle and take it to the locksmith with a disco key.

Nope, that's not quite correct.  If you have an original key royal can cut a key alone that will match your old key, but they won't have the fob.    It will give you access but will NOT function with the security system...you'll still need a fob.  From what I remember....if you can get a new fob (or even a used fob from a NA P38 of the same vintage you can use the car itself to progam to the vehicle.   I just can't remember the exact step required.   At least it worked that way for the Disco 2's of the same period.

I received the new keys for 2004 disco they are identical to the key to 2003 disco but not cut. They are programmed to a 2004 disco, they fit the lock, tight but they fit. I'm going to paint or use a marker on the edge of the key, insert the key into the lock move it back anf forth with downward pressure. Wherever there is a mark I will file there until it rotates. I hope!
I'm going to contact the seller and ask him if he sells a key and matching lock.
Sorry Bill I thought the locksmith would do both.

New plan, I found a site called lucky 8 4x4. they have an ignition lock and key set $134 us. I have 2 programmed key I bought on eBay $44. I sent a email to lucky 8 and asked them if I bought their ignition set could I have my programmed key cut from their keys and they said yes. That would give me a  2 programmed keys and 2 regular keys and a new lock for about $180 us
