Yes, you can use old shoes with a new drum but you will need to check them over very carefully. Obviously you need to check the frictional material is within spec for min thickness. Then check each shoe for inusual wear (taper, barrel) cracks, loose rivets/bonding, rust behind the frictional material, heat damage/cracks, disintegration, glazing and oil contamination.

If they check out carefully run them in to the new/resurfaces drums. Of course they won't bed in as effectively or last as long as new shoes but they can be perfectly serviceable and safe.
